Why does the vauum packed Beef/Mince appear dark brown in colour?

This is a normal occuring process. Vacuum packing is a food preservation method that involves the extraction of oxygen from within the bag which helps increase the products shelf life. The myoglobin within the flesh gives the meat its deep red colour. When oxygen is removed the myoglobin goes through a chemical change and becomes meta-myoglobin which in turn gives the cut of meat its darker brown colour. Once the pack is opened and oxgen is available the colour or bloom will partially return in time to the product.
